By permanently shutting down the plant, LeSaffre has complied with all applicable rules. LeSaffre was largely cooperative with Region 5's inspection of the plant. LeSaffre has also been cooperative in U. S. EPA's investigation and enforcement process. LeSaffre met with Region 5 enforcement personnel to address the NOVs and FOV. LeSaffre has also provided additional documentation and information in a timely fashion.
