Respondent is a municipality, incorporated under the laws of the State of New Mexico, and operates a municipal wastewater treatment facility which is located in De Baca County, and as such, is a Permittee; subject to regulations of the Clean Water Act (CWA), National Pollutant Discharge Elimination System (NPDES) Regulations. The Respondent was in violation of the CWA and is being issued an Administrative Order for Compliance.
