Permittee is a Municipality, under the laws of the State of Louisiana, and operates a wastewater treatment plant, located one mile west of the Town of Rayville in Richland Parish. Permittee failed to comply with terms listed in their Permit. Permittee is subject to regulations of the Clean Water Act (CWA) and National Pollutant Discharge Elimination System (NPDES).
