Respondent violated 7 U.S.C. § 136e (c)(1) of FIFRA, which requires the submission of an annual Pesticide Report for Pesticide Producing Establishment on or before March 1st of each year. The Respondent submitted late annual pesticide production reports for EPA Est.#002596-NJ-001 for the reporting years 2003, 2004 and 2005, and a significantly late annual pesticide production report for the reporting year 2002. Further, the
