Respondent violated 40 C.F.R.80.570(b) by failing to affixed a low sulfur highway diesel fuel label to a low sulfur fuel pump at his gasoline retail. The Southwest Research Institute documented the violation on October 17, 2006. Respondent, in addition to paying a $500 penalty, corrected the violation by labeling the pump stand.
