This is an Administrative Order on Consent (AOC) pursuant to CERCLA 122H by which EPA and the City of El Monte have established a cost recovery amount to be paid by the City for EPA's groundwater cleanup actions at the San Gabriel superfund site. The EPA response was due to the City's failure to properly close and abandon a drinking water production well, leading to contamination of a deep aquifer.
