This Administrative Order is issued to the Oglala Sioux Tribe due to the determination by EPA that the storage, transfer, or disposal of solid waste at the Pine Ridge baling facility may present an imminent and substantial endangerment to human health or the environment. The current emergency conditions were identified in a report received by EPA detailing a fire at the baling facility that began on 9/5/2007. The fire started in an area of the facility known as the former Pine Ridge open dump or landfill.
