Prior to 1981, Magellan's predecessor at the subject facility stored diesel fuel in petroleum liquid storage vessels (a.k.a., tanks) 813, 814, 822, 824, and 827. In 1981, Magellan's predecessor installed an internal floating roof in each of the five tanks. After installing the IFRs, Magellan's predecessor stored gasoline in each of the five tanks. Magellan failed to include in its Title V permit application for the Roseville Terminal identification of, or information sufficient to determine the applicability of the Standards of Performance for Storage Vessels for Petroleum Liquids for Which Construction, Reconstruction, or Modification Commenced After May 18, 1978, and Prior to July 23, 1984 (40 C.F.R. 60, Subpart Ka), to the five tanks. Magellan has complied with the equipment standard and other requirements in 40 C.F.R. 60, Subpart Ka.
