Spectro Alloys CorporationÂs secondary aluminum production facility is an emission source subject to the requirements of the Act, including 40 C.F.R. Part 63 Subpart RRR. SpectroÂs facility processes aluminum scrap to manufacture aluminum alloy ingots. On February 9, 2007, Region 5 issued a Finding of Violation to Spectro for emission and recordkeeping violations. Region 5 held a conference with Spectro on March 6, 2007, during which Spectro informed Region 5 that the D/F emission violation occurred as a result of operating the furnaces at a higher than normal temperature during the performance test in order to set a baghouse inlet temperature limit higher than the limit previously established. Spectro Alloys conducted retesting on May 1-2, 2007, and demonstrated compliance with the D/F emission limit. During the March 6, 2007, conference, Spectro indicated that it will maintain afterburner inspection records in the future. Through settlement negotiations, Spectro has agreed to pay a penalty of $70,923.
