This Complaint and Notice of Opportunity for Hearing is issued to Niobrara Electric Association for violating TSCA's implementing which require 1) registry of PCB Transformers with EPA; 2) maintenance of a record of such registry; 3) visual inspection of PCB transformers at least one every three months; and 4) proper storage of PCB articles for reuse.
