Dow violated the National Emission Standards for Hazardous Air Pollutants, conditions of its Title V Operating Permit, and the federal Stratospheric Ozone Protection Regulations. Dow violated its Title V Operating Permit by not keeping an open-ended line closed, by not keeping records of visual inspections for pumps and agitators, by not keeping records of thermal oxidizer temperature, and by not maintaining the removal efficiency of the thermal oxidizer above 90 percent. Dow also did not keep proper records regarding initial and follow-up leak repair tests for two of its refrigeration units. The Administrative Order requires Dow to comply with the Clean Air Act.
