( TCB ) is a housing development and property management firm that manages 2,224 residential apartments in Massachusetts and Connecticut.  The remaining respondents are closely affiliated entities that own properties managed by TCB.  EPAÂs complaint alleges that TCB and the other respondents failed to comply with the Disclosure Rule between 2003 and 2006 when they leased approximately 300 apartments.   The violations alleged in EPA's complaint include a failure to disclose known lead-based paint hazards and provide records regarding those hazards to 42 tenants and a failure to provide an EPA-approved lead hazard information pamphlet to 246 tenants.
