Between 2001 and 2005, Robert and Gayle Greenhill, and/or persons acting under their control, discharged dredged and/or fill material into approximately 1.5 acres of forested wetlands in connection with the expansion of an existing private airstrip and to quarry rock for a retaining wall at their home in Tomehegan Township, Maine.
