Region 1 has cited Interprint, Inc. (Interprint) for violations of New Source Review (NSR) requirements, Title V operating permit requirements, and National Emission Standards for Hazardous Air Pollutants for Printing and Publishing Facilities (Printing NESHAP). Interprint operates a printing facility in Pittsfield, Massachusetts in which it uses inks that contain volatile organic compounds (VOCs) and hazardous air pollutants (HAPs).
Interprint constructed its new printing facility in 2004 without applying for and obtaining an NSR permit. Beginning in 2005 Interprint began operating without an NSR permit, without complying with the Printing NESHAP, and without applying for and obtaining a Title V operating permit.
A consent decree settling the matter was entered on January 31, 2011. The company agreed to pay a penalty of $80,000 and complete a supplemental environmental project worth at least $304,817.
