Charles Brown discharged boulders, soil and other fill material below the high tide line of Cook Inlet at Hawk's Beach, near Ninilchik, Alaska. Many of the boulders were removed from the intertidal zone of Cook Inlet. The boulders provide important habitat for invertebrate animals, which, in turn, are important food items for other animals, such as the Endangered Species Act listed Stellers eider. EPA is ordering Mr. Brown to replace boulders in the intertidal in such a way that habitat is restored and to remove all other fill material from below the high tide line of Cook Inlet.
