EPA conducted an SPCC inspection and violations were found at the facility. After thorough review it was determined that facility met the requirements for an ESA. The facility had problems with their training, drainage, secondary containment, tank's fail-safe , facility tank car and tank truck loading/unloading, security, and SPCC plan deficiencies.
