## Summary

The proposed plans for these Sites were issued in July 2005; RODS were issued in Aug 2006; and now EPA, along with the City of Jacksonville and DOJ have negotiated a CD for RD/RA. Although there are 2 sites, they were combined into one CD because the Sites are located in the same geographic area, have similar constituents of concern, and have the same Responsible Party: the City of Jacksonville.
		
The Sites are located in residential areas NW of downtown Jacksonville. In the early 1900s, the City of Jacksonville operated several municipal incinerators for solid waste disposal. Ash from those incinerators was disposed of in several locations within the two Sites. As the city grew former ash disposal areas were condemned and converted to residential use. Contaminated ash and dirt were used as fill in neighborhood development, dispersing it in uneven amounts over a large area.  Primary constituents of concern are lead and arsenic.  

EPA identified the City of Jacksonville as a PRP in 1996, AOCs for RI/FS were signed in 1999. Over the past year EPA, DOJ and the City of Jacksonville have met and negotiated the terms of this CD for the $94,000,000.00 remediation of the Sites. There has been significant community and FDEP involvement at the Sites, as they concern numerous technical and EJ issues.
