Cost recovery action to recover EPA response costs for RI/FS and oversight costs for cleanup of Thea Foss Waterway. WDOT failed to negotiate its liability or respond to demand letters. EPA is asking DOJ to file a complaint under Section 107 of CERCLA against WDOT.
