This is an administrative order on consent (AOC) pursuant to RCRA Section 7003 issued to the Commonwealth of the Northern Mariana Islands (Department of Public Safety, and Division of Environmental Quality). The AOC addresses the imminent and substantial endangerment created by approximately nine million pounds of munitions and explosives of concern (MEC) abandoned in Saipan following World War II. The AOC imposes the procedures and process controls necessary to minimize the risks associated with collecting and transporting the waste MEC.
