This is an administrative penalty action (RCRA field citation) issued under the expedited settlement program of RCRA-UST. A field citation was issued on 6/20/07 to Goulding's Conoco for failing to: 1) conduct annual line tightness tests or perform monthly monitoring on pressurized piping; 2) conduct annual tests of line leak detectors; 3) repair or replace a damaged spill bucket; and 4) install a properly designed cathodic protection system.
