'This is a Prospective Purchaser Agreement (PPA) with Tenth Street Land Management to purchase the 5-acre parcel that was the site of the former Lorentz Barrel & Drum facility in San Jose, CA. The Lorentz property is the source of a contaminated groundwater plume currently being treated. Contaminated soil remains in place under a cap installed by EPA. Tenth Street Land Management is required to pay EPA $408,000 and maintain the cap in exchange for a standard PPA based on the EPA model.'
