Quantum Inc. (Respondent) was found to be selling and distributing unregistered pesticide products. Region 10 issued a Notice of Warning in Nov. 1999 regarding the Respondent''s violative products which explained in great detail what the Respondent must do to come into compliance with FIFRA. They agreed to follow the provisions of the letter. Two years later, an inspection at the Respondent''s facility revealed that they had not changed their practices to come into compliance with FIFRA.'
