On September 18, 2003, the Region III Administrator signed the Public Comment Responsiveness Summary establishing the effective date of the previously signed CERCLA 122(h) Past Costs (Ability-to-pay) Administrative Order on Consent (AOC). The AOC resolves EPA's claims against Mr. Woodrow Moss for past and future costs associated with EPA's response actions at the Vienna PCE Site (Site) in Vienna, Wood County, West Virginia.
