'This combined Complaint and Consent Agreement is entered into by the parties for the purpose of simultaneously commencing and concluding this matter. EPA alleges that Respondents violated 40 CFR 52.21 for owning and operating the compressor engine without applying for and receiving a PSD permit to do so. The duration of the alleged violation is from 12/2000 to present.
