'This administrative penalty order is issued to Scott Taylor for the unlawful discharges of sewage sludge onto the ground approximately 2 miles north of Highway 2 near Dryfork Road. The disposal site is located within the boundaries of the Fort Peck Indian Reservation. This discharges occurred at regular intervals from 1/1997 through present.
