'Respondents discharged earthen fill into approxi- mately 4 to 9 acres of herbaceous wetlands, located on a vacant agricultural land parcel called Finca Palmarejo, which is property of the Puerto Rico Land Authority, for the purpose of constructing housing. Apenalty of $27,500.00 is being sought. Injunctive relief was obtained through an administrative non-penalty order against the Puerto Rico Land Authority (Order CWA-02-2002-3502).'
