'This administrative order for compliance is issued to City Ice for failure to submit a Risk Management Plan that adequately meets all requirements of this program. Information collected during audits conducted on 2/28/01 and 9/6/01 revealed that the City Ice facility had greateer than 10,000 pounds of anhydrous ammonia in a process at its facility.'
