'This order for compliance is issued to the City of Northglenn for failure to issue an administrative action to Karl''s Dairy Farm for at least 50 violations of the pH discharge limits in its individual control mechanism. Other industrial users caused unauthorized discharges of pollutants from the City''s collection system. The City failed to take enforcement actions against these Industrial Users for these violations.'
