'Complaint filed 9/26/2002, assessing a penalty of $22,250. Complaint alleges: Count I - Respondent did not submit within 3 months after Respondent first became subject to OSHA''s MSDS requirements, an MSDS or a list including the required informatin about anhydrous ammonia to the LEPC, the SERC, and the fire department with jurisdiction over the facility. Count II - Respondent failed to submit a completed emergency and hazardous chemical inventory form for anydrous ammonia for calendar year 1999 to the SERC, the LEPC, and the fire department with jurisdiction over the facility by March 1, 2000. Count III - Respondent failed to submit a completed emergency and hazardous chemical inventory form by March 1, 2001, to the SERC, the LEPC, and the fire department with jurisdiction over the facility. Count IV - Respondent failed to submit a completed emergency and hazardous chemical inventory form by March 1, 2002, to the SERC, the LEPC, and the fire department with jurisdiction over the facil
