'On October 11, 2000, Foremost Farms USA had a 600 pound release of anhydrous ammonia. Anhydrous ammonia is a hazardous substance under the Comprehensive Environmental Response, Compensation, and Liability Act with a 100-pound reportable quantity. This release is 6 times the reportable quantity. Foremost Farms USA failed to immediatly notify the National Response Center, the State Emergency Response Commission, and the Local Emergency Planning Committee. Addtionally, they failed to provide the written follow-up notification to the State Emergency Response Commission and the Local Emergenmcy Planning Committee as soon as practicable after the release.'
