This is a Civil Judicial Referral pursuant to Section 107 of CERCLA against Richmond Townhouses Apartments, Ltd. and Westport Housing Corporation, cuurent owners of the Site, which contains lead paint contamination resulting from painting of rail cars by a previous owner of the Site. The Complaint will seek payment of EPA's response costs, which are approximately $2.7 million.
