ccds: Full Circle shipped three drems of waste contaminated with PCBs at over 50 ppm without manifest. Subsequent to issuance of complaint EPA received information on a second incident of unmanifested PCB waste shipped by Full Circle. This second violation has been incorporated into this settlement.
