'EPA has determined the proposed penalty of $37,792 against PRASA/CAPR concerning the Caguas (New) Wastewater Treatment Biological Nutrient Removal System Plant''s West trunk Sewer (an appurtenance) for failure to provide proper operation and maintenance, and for the unauthorized discharges of pollutants (wastewater) into the Caguitas River, a navigable water of the United States, against the National Pollutant Discharge Elimination System permit.'
