'This is an Administrative Penalty Order pursuant to CAA issued to Optical Components, Inc.. The violation involves the halogenated solvent degreasing NESHAP. The initial Complaint sought a proposed penalty of $115,500. On December 20, 2002, the Region filed an amended complaint with a proposed penalty of $104,500, which is lower than the $115,500 proposed in the original complaint filed on September 30, 2002. The reason for the amended complaint and different proposed penalty is to accurately reflect information relative to the violator's size and length of violation which Optical Components provided to the Region during settlement negotiations.
