Summary

'EPA has found that the PRASA has discharged/bypassed wastewater through a point source into waters of the United States. The point source is identified as West Trunk Sewer (WTS) and is an appurtenance of the Caguas (new) Wastewater Treatment Biological Nutrient Removal System. As a result of EPA findings, which include the lack of operation and maintenance, PRASA has agreed with EPA to enter into a Consent Order (CO) to rehabilitate the WTS and to build a new trunk sewer (36-inch in dia.). This new trunk sewer will provide more wastewater collection capacity for the new trunk sewer should be completed by June 1, 2002 and the rehabilitation of the Caguitas River, a source of drinking water for the Metropolitan area of San Juan. This lateral segment project is now under design and should be completed by no later than December 31, 2004.'
