## Summary

'PRASA/CAPR has violated the Clean Water Act by intermittently discharging sewage (wastewater) through a point source (a sewer pipeline) into Waters of the United States since at least March 4, 2000.  In order to stop the discharge of sewage, PRASA/CAPR will have to finish the construction of a new trunk sewer pipeline -- with a larger diameter of the existing one -- that has been delayed on many times.  The new trunk sewer pipeline would carry over the sewage to the Vega Baja Wastewater Treatment Plant for final treatment.  PRASA/CAPR will have to finish the works by no later than 90 days of issuance of this ORDER.'
