The parties agreed to pay EPA''s oversight costs in three separate AOCs (Anaconda Removal AOC, Milgo Removal AOC, and the joint AOC for RI/FS. However, they have failed to pay costs billed to them in demand letters sent in 1997, 1999, and 2001.'
