This expedited consent agreement is issued to Daedalus, Inc. (d/b/a Business Aviation Services) for having a deficient SPCC Plan. The deficiencies include: plan lacks written inspection procedures; a vehicle gasoline storage tank of 20,000 capacity is not included in the plan; no or inadequate secondary containment for the 20,000 gallon tank; and has no warning or barrier systems in place to prevent premature departure of the tank truck prior to disconnect of the transfer hose.
