This expedited consent agreement is issued to Sweetman Construction Company for failure to prepare and implement a facility SPCC Plan. The deficiencies include: management approval not evidenced in the Plan; Plan not reviewed every three years; tank integrity testing not addressed; prompt correction of oil leaks not addressed; and written tank inspection procedures not appropriate for the facility.
