The complaint alleges that on multiple occasions from May 1998 through August 2002 Yuengling violated the pretreatment local limits (monthly average) of its industrial user permit. The complaint also alleges that in April 2002 a discharge with high BOD levels from Yeungling caused interference at the public treatment works, in violation of the pretreatment regulations.
