Respondent failed to operate and maintain equipment to prevent the potential or actual pollution of surface ground waters by not discharging fuels, lubricants, coolants, and hydraulic fluieds, or any other petroleum products; in violation of Part I.A.3 of the Permit. Respondent failed to keep records reflecting visible sedimentation found outside the disturbed limits of the site and the measures taken to remove the sediment and prevent future releases; in violation of Part I.B.3 of the Permit. Respondent failed to properly maintain and operate silt fences throughout the entire site; in violation of Parts I.C.1, I.C.2, and II.C.1 of the Permit. Respondent failed to comply with Parts I.A.3, I.B.3, I.C.1, I.C.2, and II.C.2 of the NCDENR Permi
