VIOLATION: The SWPPP is not signed and certified by a cognizant official. The SWPPP does not identify potential sources of pollution which may reasonably be expected to affect the quality of storm water discharges, respondent has not conducted any of the required quarterly visual examinations of storm water discharges, the plan does not include the type and location of existing non-structural and structural best management practices (BMP's), and does not show implementation of the controls. There are no records of personnel conducting facility inspections at least once a year, or that inspections are being done by qualified personnel.
**RELIEF SOUGHT: 1) Within 30 days, Respondent shall take whatever corrective action is necessary to correct the deficiencies, eliminate and prevent recurrence of the violations, and submit a written report detailing the specific actions taken; 2) If complete correction of the violations is not possible within 30 days, submit a comprehensive plan to do so; and 3) Within 45 days, arrange a Show Cause meeting with EPA
