Respondent incorrectly obtained the NPDES Offshore General Permit for discharges, including produced water, from their High Island 389 Offshore Platform. The General Permit prohibits discharges in the Flower Garden Marine Sanctuary. This prohibition in the permit is in place to protect areas of biological concern, including the marine sanctuary. Respondent needs a different NPDES permit that authorizes such discharges and has appropriate effluent limits to protect areas of biological concern.
