A storm water compliance inspection was performed September 30, 2002, at which time it was determined that both operators at the site of the Lowe's Reload Center in Ennis, TX, were deficient in several areas of compliance with the General Permit for Storm Water Discharges From Construction Sites. An administrative order was drafted.
