A compliance evaluation inspection was performed at a commercial construction operated by Mr. Bump near Farmington, NM, on September 25, 2003, to determine compliance with the General Permit for Storm Water Discharges From Construction Sites. It was determined that Mr. Bump was operating without permit coverae and without a Storm Water Pollution Prevention Plan (SWPPP). An adminitrative order was drafted.
