Respondent failed to have NPDES permit coverage as required under the Clean Water Act for discharges of pollutants to waters of the U.S. from November 2, 1998 until May 2000. The following offshore oil & gas facilities in the Gulf of Mexico failed to have permit coverage: EAST CAMERON 229 and WEST CAMERON 171.
