It was determined that Lubbock Student Housing, LP, had applied for permit coverage but had not prepared a Storm Water Pollution Prevention Plan (SWPPP). Dinerstein Companies, doing business under Lubbock Student Housing, LP, had not applied for permit coverage. An administrative Order was drafted.
