A compliance evaluation inspection was conducted 10/21/02 at the commercial construction site at the northwest corner of Bosque and Wooded Acres in Waco, TX, operated by Middleman Construction Company, LLC, and HPRI - Waco Centers, LP. A review of the SWPPP indicated several deficiencies, including the certification statement for HPRI signed by someone other than a corporate representative of the company; inspections being conducted by someone not authorized in writing to do so. Also, the inspector's qualifications were not present in the SWPPP. An administrative order was drafted.
