A compliance evaluation inspection was conducted at the site of construction for the Target store in Lake Air Mall, Waco, TX, on 10/21/02. Although the operators had applied for permit coverage, there was no signage at the main entrance, nor was there a SWPPP on site to review, which is contrary to permit conditions. An administrative order was drafted.
