Respondent violated Section 112 of the Act and the regulations cited above by: a) failing to adequately wet regulated asbetos-containing material ( RACM ) during stripping from facility components; b) failing to ensure that removed or stripped RACM remained adequately wet until properly collected and contained or treated in preparation for disposal in accordance with 40 C.F.R. section 61.150, and c) failing to have a foreman, management-level person or other authorized representative present at the facility during times when RACM was stripped, removed or otherwise handled or distribu
